Education
Graduated in 1987, B.A. in Business Administration, majoring in real estate business from University of Quebec in Montreal (UQAM), Mr. Fabien Prud'Homme works in the field of the evaluation and the consultation in general since 1986.
President of the office since 1997, he profits from a vast experiment in the field of commercial and industrial appraisal as well as in the field of assessment tax appeal, expropriation and testimony in front of various provincial and federal courts and tribunals.

As a member of a senior appraiser team Jules Mercier is assisting and offering to the clientele a variety of professional services including appraisal, assessment and taxation works; negotiation, arbitration, litigation, expropriation, advisory, due diligence services to major industrial, commercial, public and multi-residential property owners; lease audit, tax audit and occupancy cost reviews. "Prud'Homme, Mercier & Associates" has been constantly providing quality and professional services to his clientele for more than 69 years.
2004 – 2009 AEC International Director, Quebec and Atlantic Regions
Member of the senior management team of this nationally recognised assessment and property tax consulting firm. AEC International provides a variety of services to assist taxpayers, including assessment review, negotiation, arbitration, expropriation and litigation services to major industrial, commercial and multi-residential property; tax audit and management services; appraisal services for both real property and machinery/equipment; site feasibility analysis; and lease administration and occupancy cost reviews.
1999 – 2004 City of Montreal – DEFVM Deputy Chief Commercial Division
Administrator of the Commercial Division, a unit of approximately 100 employees. Main responsibilities included co-ordinating, managing and controlling all activities related to the valuation and defence of real estate and rental values totalling more than 60 billion dollars of taxable assets. Major achievements include administering the deposit of the two 3-year assessment roll for 2001 and 2004; improving quality control of employees work; pre-return of roll and conducting meetings with taxpayers involving files from $5M to $500M; overall supervision of 2001 Commercial Division Moving; expert representing the City of Montreal in various municipal, provincial and national committees.
1993 – 1999 Raymond Chabot Grant Thornton (RCGT) Manager
Responsibilities included account perception, budget preparation, contract negotiations and marketing and quality control. Member of team responsible for obtaining ISO 9001 and 9002 standards in 1999.

Responsible for valuation of real estate assets to be returned to previous owners surrounding Montreal’s Mirabel Airport. Conducted negotiations with property owners re damages resulting from UFFI insulation. Handled tax appeals involving railways.

2002 and 2003. Member of a committee having to prepare and present a new guideline related to the appraisal of major industrial properties and single purpose properties in the Province of Quebec under the aegis of the Ministry of Municipal Affairs.
2002 2004. Member of a workgroup which prepared and presented a manual of standards and methodologies for the appraiser appraising properties belonging to the Hydro Quebec.
2003 – 2004. Sitting on a committee, reviewing the Appraisal Best Practices across Canada to be used when appraising properties belonging to the Federal Government and for which the government pays an in-lieu of taxes. This project is still in progress.
2008 to present. Member of a committee under the guidance of the Quebec Professional Order of Chartered Appraiser jointly with the Appraisal Institute of Canada, reviewing international and national appraisal standards.
2009 to present. Under the aegis of Ministry of Municipal Affairs member of a committee analysing and determining how to apply and estimate external obsolescence for Special Purpose Industrial properties within Mass Appraisal Process across Province of Quebec.

Roger Sénécal, liaison agent
Member of the team since 1992 and specialist of energy transportation area, Mr. Senécal has been involved since 1974 in all stages of acquisition of right of ways, mainly for the implantation of all types of pipelines.
Mr. Senécal has participated in numerous projects for major companies such as Interprovincial Pipe Line (I.P.L.), Bechtel, Trans-Québec & Maritimes (T.Q.M.), Tecsult, Trans Canada Pipe Line (T.C.P.L.), Gaz Inter-Cité, Trans-Northern Pipelines Inc. (T.N.P.I.) and Brookfield Renewable Power.
Started as Negotiation Agent, he has quickly been appointed to Project Administrator and Specialized Staff Manager while ensuring coordination and close liaison between the many intervenors such as Project Managers, General Contractors, Land Surveyors, Environmentalists, Agronomists, Assessors , Lawyers, Notaries, etc.
Having an extensive knowledge of all aspects of energy transportation, from identification of potential corridors to the repairing of lands after construction works, Mr. Senécal has proven to be a privileged intervenor with municipal and other government authorities. Moreover, he has shown extensive knowledge toward mandates and procedures of various groups or specialized commissions such as Union des Producteurs Agricoles (U.P.A.) and the Commission de Protection du Territoire Agricole du Québec (C.P.T.A.Q.).
